Based on law no. 9704, date 2.4.2007 "On the ratification of the agreement between the Council of Ministers of the Republic of Albania and the Government of the Republic of Italy for the creation of a Service Center and a Telematic Network for Universities"  RASH was crated with DCM 236. dt.6/3/2009 and reorganized with the DCN nr.88 dt.14/2/2018.
